国务院总理李克强21日出席世界经济论坛2015年年会全会，并发表题为《维护和平稳定，推动结构改革，培育发展新动能》的特别致辞。李克强说，当前，中国经济发展进入新常态，增长由高速转向中高速。中国经济要实现中高速发展，必须用好政府和市场这“两只手”，开启“双引擎”。

李克强总理21日在瑞士达沃斯的世界经济论坛上表示，中国经济不会出现硬着陆，因为我们的经济增长由政府改革和市场“双引擎”驱动。
“双引擎”的英文表达就是double engines。这是李克强首次引用这一表达，他形容政府改革和市场为“两只手”：the hand of the government and the hand of the market。“双引擎”也被理解为“克强经济学（Likonomics）”的核心概念（core concepts）。
李克强说，中国的经济潜力（economic potential）依靠的是其巨大的国内市场（the huge domestic market）、中国人民的勤劳（the hard work of the Chinese people）和良好积极的治理（good and proactive governance）。一个更加自由的市场和政府改革将促进中国的经济增长，市场的功能就是推动大众创业、万众创新（encourage people to do business creatively and drive innovation），而政府改革则提供了基础设施和公共产品、公共服务（provide infrastructure construction and public goods and services），用“双引擎”助力“双中高（maintains medium-to-high speed of growth and achieves medium-to-high level of development）”，中国经济就一定能够摆脱“中等收入陷阱”的“魔咒”（overcome the "middle-income trap"），走上持续健康发展（sustainable and sound development）的轨道，同时为世界经济带来更大机遇。
